In order to implement the Opinions of the Central Committee of the Communist Party of China and the State Council on the Complete, Accurate and Comprehensive Implementation of the New Development Concept and the Work of Carbon Peak and Carbon Neutralization, increase the procurement of green and low-carbon products, and comprehensively promote green buildings and green building materials. On the basis of pilot projects in 6 cities including Huzhou, Qingdao and Foshan, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the Ministry of Industry and Information Technology decided to further expand the scope of government procurement to support green building materials to promote building quality. The relevant matters are hereby notified as follows:

In order to implement the Opinions of the Central Committee of the Communist Party of China and the State Council on the Complete, Accurate and Comprehensive Implementation of the New Development Concept and the Work of Carbon Peak and Carbon Neutralization, increase the procurement of green and low-carbon products, and comprehensively promote green buildings and green building materials. On the basis of pilot projects in 6 cities including Hangzhou, Shaoxing, Huzhou, Qingdao and Foshan, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the Ministry of Industry and Information Technology decided to further expand the scope of government procurement to support green building materials to promote building quality. Relevant matters are hereby notified as follows:
1. Implementation Scope
Starting from November 2022, 48 cities (municipal districts) including Chaoyang District of Beijing will implement government procurement policies to support green building materials to promote building quality improvement (including the previous 6 pilot cities, see Annex 1 for the list of specific cities). The projects included in the scope of policy implementation include government procurement projects such as hospitals, schools, office buildings, complexes, exhibition halls, convention and exhibition centers, gymnasiums, and affordable housing, including government procurement projects that are subject to the bidding law. All relevant cities can choose some projects to implement first, gradually expand the scope on the basis of summing up experience, and achieve full coverage of the implementation of government procurement project policies by 2025. Encourage other government investment projects to be included in the scope of implementation. 9
2. Main TaskAll relevant cities should thoroughly implement Xi Jinping's ecological civilization thought, actively promote the application of green buildings and green building materials by using government procurement policies, vigorously develop new industrialized construction methods such as prefabricated and intelligent buildings, comprehensively build green buildings above two stars, form a long-term mechanism to support green and low-carbon transformation in the construction field, and lead the high-quality development of building materials and construction industry, strive to build a livable, green, low-carbon city.(I) implement government procurement policy requirements. All relevant cities must strictly implement the "Green Building and Green Building Materials Government Procurement Demand Standards" formulated by the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the Ministry of Industry and Information Technology (hereinafter referred to as the "Demand Standards", see Annex 2). In the project initiation stage, the relevant requirements of the Demand Standard shall be embedded in the project proposal and feasibility study report; in the bidding and procurement stage, the relevant requirements of the Demand Standard shall be taken as the substantive requirements of the project bidding documents or procurement documents and the contract text, and the contractor shall be required to design and construct according to the contract, and purchase or use green building materials that meet the requirements; in the construction stage, the supervision of the construction site shall be strengthened, ensure that the construction unit implements the green building requirements and uses green building materials that meet the "Demand Standards"; in the performance acceptance stage, the corresponding performance acceptance standards should be formulated according to the "Demand Standards" and effectively integrated with the current acceptance procedures. Encourage the acceptance of the project to declare the green building logo, give full play to the exemplary role of government procurement projects.(II) to strengthen the management of green building materials procurement. If the government procurement projects included in the scope of policy implementation involve the use of green building materials in the "Demand Standards", all building materials that meet the relevant standards shall be purchased and used. All relevant cities should explore the implementation of bulk centralized procurement of general-purpose green building materials, and government centralized procurement agencies or departmental centralized procurement agencies should regularly collect the green building materials procurement plans of purchasers and carry out centralized volume procurement. It is necessary to actively promote the electronic procurement transaction of green building materials, and all eligible green building materials products can enter the electronic platform transaction to improve the efficiency and transparency of green building materials procurement. The supplier of green building materials shall issue the supporting documents that the building materials products provided meet the demand standards, including the certification certificate of green building materials products uniformly implemented by the state, or the effective test report meeting the demand standards.(III) improve the green building and green building materials government procurement demand standards. All relevant cities can put forward suggestions to optimize and improve the relevant contents of the demand standard according to the characteristics and actual needs of the region, including adjusting the index requirements of building materials products already included in the demand standard, increasing the demand standards of building materials products not included, or refining the demand standards of different building types such as schools and hospitals, Report to the Ministry of finance, the Ministry of housing and urban rural development, and the Ministry of industry and information technology. The Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the Ministry of Industry and Information Technology will dynamically adjust the "Demand Standards" based on relevant urban recommendations and policy implementation.(IV) give priority to the settlement of the project price. For projects included in the scope of policy implementation, the settlement ratio of the project price shall be increased, and the payment ratio of the project progress payment shall not be less than 80% of the completed project price. Relevant urban finance, housing and urban-rural construction, industry and information technology departments should perform their respective duties, strengthen coordination and cooperation, and form a joint policy force. The financial department should organize purchasers to implement the "Demand Standards", guide centralized procurement agencies to carry out batch centralized procurement of green building materials, and strengthen the supervision and management of procurement activities. The housing and urban-rural construction departments should strengthen the supervision of engineering projects included in the scope of policy implementation, and cultivate green building materials application demonstration projects and high-quality green building projects. Industry and information departments should combine regional characteristics, develop green building materials industry according to local conditions, and cultivate green building materials backbone enterprises and key products.

Relevant cities should study and formulate implementation plans for their own regions in accordance with policy requirements, clarify the division of responsibilities of relevant departments, improve the organization and coordination mechanism, and promptly study and properly handle problems that arise in practice to ensure that the work of expanding the scope of implementation progresses smoothly and achieves solid results. (III) to strengthen publicity training. All relevant localities and departments should strengthen policy interpretation and publicity in accordance with their respective responsibilities, respond to social concerns in a timely manner, and create a good working atmosphere. It is necessary to strengthen the policy interpretation and training of construction units, design units, building materials enterprises and construction units, and mobilize the enthusiasm of all parties concerned.
