The Regulations have 6 chapters and 43 articles, including general provisions, planning and construction, operation and transformation, technological development and incentives, and legal responsibilities and by-laws. The regulations make specific provisions on the comprehensive implementation of green buildings, the implementation of hierarchical management system, strengthening the control of the whole process of green building construction, strengthening the supervision of the whole link operation, introducing a full set of green building incentive measures and strengthening the publicity of green buildings.

To this end, the second chapter of the Regulations regulates the entire process of green building construction, clarifies the responsibilities of each subject in the construction process, and strengthens the design, construction drawing review, construction, supervision, project quality inspection, project acceptance, and green building identification. The whole process is strictly controlled.
Strengthen the operation supervision of the whole link. In view of the problem of "emphasizing design and neglecting operation" of green buildings, the regulations strengthen the supervision and management of the main links of green building operation.
