1. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly establish and implement the development concepts of innovation, coordination, green, openness, and sharing, firmly grasp the overall goal of striving to write Shaanxi's new era to catch up and surpass the new chapter, take "applicable, economical, green, and beautiful" as the guideline, and focus on improving the performance and quality of new buildings to promote the high-quality development of green buildings, meet the needs of the people for green living.

2. Creation Goal

Promote the implementation of green building standards in urban construction projects step by step, and continuously improve the performance and quality of new buildings. The proportion of urban green buildings in new buildings will reach 50% in 2020, 55% in 2021 and 60% in 2022.

3. create content

(I) innovation management mechanism. Strengthen target management and promote the implementation of green building standards; according to the overall arrangement and requirements of the reform of the approval system of engineering construction projects, strengthen the management of project approval, planning, design, construction, and acceptance, and further establish and improve the green building development system and mechanism. Improve the green building evaluation and identification system, and for projects designed, constructed and completed in accordance with green building standards, they can be identified as green buildings (basic level) in the completion acceptance and filing documents; one-star, two-star, and three-star green building logos, respectively Awarded by the Housing and Urban-Rural Development Bureau of the district city, the Provincial Department of Housing and Urban-Rural Development, and the Ministry of Housing and Urban-Rural Development. Establish a mechanism to revoke the green building logo, and give rectification within a time limit or directly revoke the logo for fraud. Establish a green building management platform, realize the management of a network, improve the efficiency and level of green building signs, and encourage qualified areas to actively explore and try first. Accelerate the promotion of green building materials evaluation certification and promotion and application, establish a green building materials acceptance mechanism, and promote the quality of building materials products. (II) the development of green buildings. Promote green building technology and promote the full implementation of green building standards for new buildings in cities and towns; green building projects stipulated in the Regulations on Energy Conservation of Civil Buildings in Shaanxi Province should be designed and constructed in strict accordance with green building standards to reach the basic level and above; building area 20000 Government-invested public welfare buildings and large-scale public buildings with an area of square meters or more should reach one-star level or above. Starting from 2021, the design of construction projects in cities with districts should implement green building standards; other construction projects with conditions in counties and towns should be designed and constructed in accordance with green buildings. Continue to carry out the construction of green residential quarters and green ecological urban areas, and promote the large-scale development of green buildings. (III) to improve building energy efficiency. New residential buildings in cities and towns will fully implement the 75% standard for building energy efficiency; cities with conditions are encouraged to improve the energy efficiency standards for public buildings. Combining the transformation of old urban communities, clean heating in northern cities, sponge city construction, county construction, etc., clarify the goals and tasks, and coordinate the promotion of energy-saving and water-saving transformation of existing residential buildings. Promote the applicable technology of green rural housing construction, guide and encourage rural individuals to build their own houses and other new buildings with reference to green building standards. In the creation of conservation-oriented institutions and green schools, we should strengthen energy-saving and water-saving management, and promote the green transformation of existing public buildings as a whole. Pilot demonstrations of low-energy buildings will be carried out to guide the development of ultra-low-energy buildings. (IV) to strengthen technological innovation. Improve the management mechanism of the technology catalog, and promote the research and development of green building technology and the application of new technologies. Promote the application of renewable energy buildings, continue to do a good job in the application of solar thermal and photovoltaic buildings, focus on the relatively rich areas of geothermal resources in Guanzhong, southern Shaanxi and other areas, promote the protective development and utilization of geothermal resources heating, according to local conditions to promote deep geothermal heating, shallow heating and cooling. Improve the level of assembly construction and develop assembly buildings such as steel structures. Government investment projects take the lead in the use of green building materials, and gradually increase the proportion of green building materials in new urban buildings. (V) to strengthen operation and management. Establish and standardize the green residential housing inspection delivery work. Carry out regular operation evaluation, guide and encourage the use of contract energy management, contract water-saving management, reduce building operation energy consumption. Strengthen the construction and management of public building energy consumption dynamic monitoring platforms, expand the coverage of public building energy consumption monitoring platforms, and gradually incorporate all key energy-using buildings, government office buildings, and large public buildings in the region into energy consumption monitoring. To organize and carry out public building energy consumption statistics, energy audit and energy efficiency publicity work in units of cities with districts. 4. organization and implementation of

(I) to establish a working mechanism. The provincial green building creation action is led by the Provincial Department of Housing and Urban-Rural Development, and the Provincial Development and Reform Commission, the Provincial Department of Education, the Provincial Department of Industry and Information Technology, the Provincial Department of Finance, the Provincial Department of Natural Resources, the Provincial Market Supervision Administration, and the Provincial Agency Affairs Service Center and other units participate; establish a provincial-level daily work coordination mechanism, and each participating unit determines a department-level liaison officer to be responsible for work communication and matter reporting. All localities should establish corresponding working mechanisms in the light of the actual situation. Before the end of each year, all localities and relevant departments will report their work progress to the Provincial Department of Housing and Urban-Rural Development in writing.

(II) a clear division of responsibilities. Departments at all levels shall promote the development of green buildings in accordance with the laws and regulations on green buildings and the provisions of this plan. The Provincial Department of Housing and Urban-Rural Development takes the lead in promoting the province's green building creation actions, improving relevant policy systems and technical management regulations, and organizing the performance evaluation of green building creation actions in various cities; the Provincial Development and Reform Commission is responsible for promoting the review of green building construction projects, Approval, filing and other related work; the Provincial Department of Natural Resources is responsible for stating the relevant requirements of green building when land transfer or allocation; the Provincial Department of Industry and Information Technology is responsible for guiding the green production of the building materials industry and promoting the green development of the building materials industry; the Provincial Market Supervision Administration is responsible for promoting the evaluation and certification of green building materials and strengthening the supervision of green building materials evaluation and certification institutions and certification activities; the Provincial Department of Education and the Provincial Agency Affairs Service Center are responsible for the improvement of building energy efficiency and green performance in this field, and organically integrate with conservation-saving agencies and green school creation actions, new buildings strictly enforce green building standards, and existing buildings have plans to carry out green transformation work.

The housing and urban-rural construction departments of various regions take the lead in the creation of green buildings in the region, and work with relevant departments at the same level to formulate a work plan for the creation of green buildings, refine the content and division of labor, do a good job in mobilization, deployment, organization and implementation, and carry out the supervision, inspection and performance evaluation of the creation of green buildings in their counties. Each urban housing and urban-rural development bureau shall submit the work plan for the creation of green buildings in the region to the Provincial Department of Housing and Urban-Rural Development by the end of October 2020, and determine a liaison officer.

(III) evaluation creation result. The Provincial Department of Housing and Urban-Rural Development takes the lead in regularly evaluating and verifying the progress of green building creation actions in various districts and cities, and conducts a ranking report every six months. If the creation is unqualified, it will be rectified within a time limit. The housing and urban-rural construction departments of each district, city, county (city) take the lead to conduct a summary analysis and self-evaluation of the progress of green building creation every quarter, and submit a self-evaluation report within 10 working days.

(IV) pilot demonstration. Summarize and promote advanced experience and typical practices, focus on building a long-term mechanism for green building development, promoting new green building technologies, and improving the green building work system and performance. Organize the construction of 2-5 green buildings to create city and county demonstration units every year; Focus on promoting the market-oriented development of green buildings, organize the construction of 5-10 green buildings to create enterprise demonstration units every year. Carry out green building innovation demonstration, accelerate the engineering application of green health technology and digital, intelligent and other technologies, create a number of efficient and intensive green buildings, and lead the high-quality development of green buildings.

(V) to strengthen publicity and guidance. All regions and departments should excavate advanced models, strengthen summary and exchange, popularize experiences and practices, give full play to the leading role of typical models, and promote the overall improvement of work. It is necessary to use a variety of channels and methods to vigorously promote the creation of green buildings and the effectiveness of work, and create a good social atmosphere.
