All provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps Market Supervision Bureau (Department, Committee), Housing and Urban-Rural Development Department (Committee, Bureau), Industry and Information Technology Department:

According to the General Office of the General Administration of Market Supervision Notice of the General Office of the Ministry of Housing and Urban-Rural Development of the Ministry of Industry and Information Technology on Printing and Distributing the Implementation Plan for Green Building Materials Certification (Municipal Supervision [2019], hereinafter referred to as the "Implementation Plan") requires that the three departments jointly carry out the work of accelerating the certification and production and application of green building materials products. Relevant matters are hereby notified as follows:

1. to expand the scope of implementation of green building materials product certification

On the basis of the previous green building materials evaluation work, accelerate the certification of green building materials products, include 51 products such as building doors, windows and accessories (see Annex 1 ) into the scope of implementation of green building materials product certification, and implement graded certification in accordance with the requirements of the Implementation Plan. According to the needs of industry development and certification work, three departments will also include and in due course to include other building materials products in the scope of implementation.

Requirements for Grading Certification and Business Conversion of 2. Green Building Materials Products

Certification bodies approved by shall formulate detailed rules for the implementation of corresponding product certification in accordance with the General Principles for the Implementation of Grading Certification of Green Building Materials Products (see Annex 2 ) and file them with the CNCA. The certified products shall apply "Certification Activity II " green product logo in accordance with the requirements of "Administrative Measures for the Use of Green Product Logo" (Announcement of the General Administration of Market Supervision 2019 , 20 ) and "Administrative Measures for Green Building Materials Evaluation Logo" (Jianke [2014 ] 75 ), and label the grading results.

Existing Green Building Materials Evaluation Organization shall stop accepting applications for Green Building Materials evaluation of corresponding products within the scope of certification from the date when obtains the certification qualification for green building materials products. Since 2021 5 May 1 , green building materials evaluation agencies have stopped carrying out all green building materials evaluation services.

3. the establishment of green building materials product certification technical committee

the establishment of green building materials product certification technical committee, for green building materials product certification to provide decision-making advice and technical support. The list of members of the first technical committee is attached (see annex 3 ). The secretariat is located in the China Building Materials Industry Planning and Research Institute and is responsible for the daily work of the technical committee.

4. to cultivate green building materials demonstration enterprises and demonstration bases

industry and information competent departments to establish a list of green building materials products, cultivate green building materials production demonstration enterprises and demonstration bases. According to different regional characteristics and market demand, the provincial competent department of industry and information technology shall strengthen the connection with downstream users and organize project reporting. The Ministry of Industry and Information Technology organizes experts to review and publicize the application materials, and the specific application time and requirements will be notified separately.

5. Speeding up the Promotion and Application of Green Building Materials

The competent department of housing and urban and rural construction relies on the comprehensive information management platform of building energy conservation and green building to build a database of green building materials adoption and application, and the certified enterprise or certification institution applies for storage. Provincial departments in charge of housing and urban and rural construction should play their functions and do a good job in the supervision and management of warehousing building materials products. The provincial housing and urban-rural construction authorities should formulate green building materials certification promotion and application plans based on actual conditions, and encourage the use of green building materials in the green building materials adoption and application database in construction projects such as green buildings and prefabricated buildings.

6. strengthen supervision and management of green building materials product certification and production application

all levels market supervision, housing and urban and rural construction, industry and information technology departments within their respective functions, strengthen supervision of green building materials product certification and production application , and find illegal acts, according to law serious investigation.
