Notice of Shandong Provincial Housing and Urban-Rural Construction Department
on Issuing the Task of 2020 Demonstration Plan for Prefabricated Buildings and Ultra-low Energy Consumption Buildings

In order to implement the "Shandong Green Building Promotion Measures" and give full play to the leading role of demonstration, to promote the sustainable development of prefabricated buildings and ultra-low energy consumption buildings in our province, according to the situation of green buildings and prefabricated buildings demonstration reserve projects in 2020 in various cities, the tasks of the 2020 prefabricated buildings and ultra-low energy consumption buildings demonstration plan are hereby assigned to you (see Annex 1). The relevant requirements are notified as follows:
1. to implement the project. The projects listed as demonstration should be government-invested new civil buildings and new public welfare buildings such as hospitals and schools. Prefabricated building demonstration projects should meet the requirements of Shandong Province's "Prefabricated Building Evaluation Standard", with a construction area of not less than 5000 square meters. Construction will start in 2020, and steel structure fabricated residential projects will be given priority as demonstration. Ultra-low energy consumption building demonstration projects should meet the requirements of "Technical Guidelines for Passive Ultra-low Energy Green Buildings" and "Energy Saving Design Standards for Passive Ultra-low Energy Residential Buildings in Shandong Province", with a residential building scale of not less than 5000 square meters, the scale of public buildings is not less than 3000 square meters.
2. to strengthen the implementation of supervision. The competent departments of urban and rural housing construction in all cities and counties should strengthen the technical guidance and daily supervision in the process of demonstration implementation, timely schedule the progress, and solidly promote the demonstration construction. In order to ensure the quality of the demonstration effect, the technical plan for the construction of the demonstration project shall, in principle, be submitted to the relevant provincial expert committee for review. On the premise of not reducing the demonstration standards and construction scale, each city can adjust the demonstration projects according to the actual situation and report to the Provincial Department of housing and urban rural development for the record. Provincial Housing and Urban-Rural Development Department will follow up and supervise the implementation of the demonstration.
3. timely organize acceptance. The implementation cycle of demonstration projects is generally not more than two years. If there are special reasons for extension, the extension shall not exceed one year. After the completion of the demonstration project, the competent department of housing and urban-rural construction of the city divided into districts will organize the acceptance in accordance with the relevant standard conditions, and the provincial housing and urban-rural construction department will conduct spot checks on the acceptance from time to time. For those who fail to complete the implementation of the demonstration within the time limit or fail to pass the acceptance, the competent departments of urban and rural housing construction of each city shall notify the cancellation of the demonstration.
