In order to promote the implementation of the green building materials product certification system, improve the green building materials market system, increase the supply of green building materials products, improve the quality of green building materials products, and promote the transformation and upgrading of the building materials industry and the construction industry, according to the General Office of the General Administration of Market Supervision, the General Office of the Ministry of Housing and Urban-Rural Development, the General Office of the Ministry of Industry and Information Technology on the issuance of Green Building Materials Product Certification Implementation Plan Notice "(Municipal Supervision Certification No. 2019 No. 61) (hereinafter referred to Annex 1), the following work opinions are put forward, please follow them carefully.
1. to establish an organizational structure and clarify the work responsibilities
The Provincial Market Supervision Bureau, the Provincial Housing and Urban-Rural Construction Department, and the Provincial Department of Industry and Information Technology jointly established the Shandong Provincial Green Building Materials Product Certification and Promotion Working Group (see Annex 2). The working group office is located in the Provincial Market Supervision Bureau. Its main responsibilities are: First, to promote the deployment of the working group according to the national green building materials product standards, certification, responsible for coordinating and promoting the promotion and application of green building materials product certification in our province; the second is to guide qualified institutions in our province to apply for relevant certification qualifications, and to promote our province's inspection and testing institutions to provide testing services for green building materials product certification; the third is to encourage relevant scientific research institutes, Enterprises and others participate in the revision of national green building materials product standards and technological innovation; the fourth is to supervise the province's green building materials product certification activities and encourage the society to accept the certification results.
2. apply for certification qualification, provide technical support
(I) strengthen professional strength support.
The Shandong Provincial Green Building Materials Product Technical Committee was established to provide decision-making consultation and technical support for the provincial green building materials product working group, and formulate standard documents such as the evaluation and use rules of green building materials in our province to ensure the scientific and effective implementation of the "Plan.
(II) organizations apply for certification.
Encourage our province to actively apply for green building materials product certification qualification
for institutions that have already carried out green building materials label evaluation business and
have the ability and experience in the application and promotion of building energy conservation, green building, prefabricated building and other related technical products. Relevant departments and units shall guide them to improve relevant personnel, facilities, management systems and other necessary conditions in accordance with the relevant requirements of the "Administrative Measures for Certification Institutions", GB/T27065 "Requirements for Certification Institutions for Conformity Assessment Products, Processes and Services", and TB/T242 "Requirements for Green Product Certification Institutions", and shall be recommended by the Provincial Department of Housing and Urban-Rural Development and the Provincial Department of Industry and Information Technology to the higher authorities.
(III) encourage green building materials production enterprises to apply for certification.
After the national green building materials product certification catalog and green building materials product certification implementation rules are released, market supervision, housing and urban-rural construction, industry and information departments at all levels should strengthen interpretation and publicity, and encourage and guide green building materials production enterprises in our province to apply for green building materials product certification from qualified certification agencies.
(IV) encourages standard-setting.
In accordance with the national requirements for the establishment of a unified green building materials product standard system, relevant scientific research institutions, inspection and testing institutions, colleges and universities, and production enterprises in our province are encouraged to actively carry out scientific and technological innovation of green building materials products and participate in the formulation of national green building materials product standards. Encourage qualified inspection and testing institutions in our province to provide testing services for green building materials products inside and outside the province, and provide technical support for the certification of green building materials products.
3. based on the functions of the department, forming a working force
(I) Provincial Housing and Urban-Rural Construction Department is responsible for the management of green building materials adoption application database and makes relevant information public.
The building materials products that have passed the evaluation and certification of green building materials shall be put into storage after examination, and dynamic management shall be implemented
; for enterprises or certification bodies that have violated regulations, the corresponding building materials products shall be removed from the database in a timely manner.
(II) Provincial Department of Industry and Information Technology is responsible for establishing the production list of related products in the province according to the certification catalogue of green building materials published by the state. According to local characteristics and market demand, the municipal industrial and information departments can strengthen the connection with downstream users, and cultivate local green building materials demonstration products and demonstration enterprises, so as to promote the promotion and application of green building materials and the development of green building materials industry.
The housing and urban-rural construction, industry and information departments of (III) cities should formulate policies and measures for the promotion and application of green building materials certification products in this city based on actual conditions, implement the relevant requirements of the "Shandong Province Green Building Promotion Measures", and encourage new construction, reconstruction, and expansion construction projects Use the products in the green building materials adoption application database,

(IV) market supervision, housing and urban-rural construction, industry and information departments at all levels should carry out various forms of green building materials product promotion activities, strengthen the interpretation of green building materials product standards, certification, and labeling related policies, and provide green building materials to the society Product certification information inquiry, statistical analysis, results release and other services to improve the society's awareness of green building materials product certification. Relevant functional departments should strengthen coordination, form a joint force, actively guide building materials production enterprises to participate in the certification of green building materials products, promote the upgrading of the building materials industry, guide consumers to select materials scientifically, strengthen the public's concept of green production and consumption, and promote consumers to choose certified green building materials products.
4. to strengthen supervision and management, timely release of information
(I) market supervision at all levels, housing and urban-rural construction, industry and information departments should give full play to their respective functions, supervision and management of the production, certification, adoption and application of green building materials products.
(II) shall deal with the violations in the certification activities of green building materials products in accordance with the law, and timely report the administrative punishment information of enterprises to the national enterprise credit information publicity system and the national green building materials evaluation and identification management information platform for publication.
(III) give full play to the role of the industry association
and the news media, regularly carry out the evaluation of the production, certification and use of green building materials in our province, conduct regular
public evaluation of certified products, and release the evaluation report to the society.
